Building permit values set new record

Estevan had a record-setting year for building permit values in 2013, according to the year-end report released at the January 20 meeting of Estevan City Council.

Permit values were at $58.79 million last year, which was more than double the $26.67 million recorded the year before.

“We had quite a bit of multi-family development,” said Denys. “That had been lagging for a while, and now there has been some catch-up. A number of developers have come forward, and we're starting to see those multi-family projects moving ahead.”

Denys admitted that he didn't expect that the permit values would be so lucrative, but he was glad to see it happen.

A total of 122 permits were issued last year, which was a 10 per cent increase from the 111 of 2012.

“We have private developers, and they're pretty solid as far as new developments,” said Denys.

Numbers were up in most categories. There were 26 single-family residential permits worth $10.1 million, compared with 18 for $5.95 million in 2012. Fifteen multi-family permits worth $17.87 million were issued, up from 12 for $12.075 million the previous year.

Four secondary suites, worth $262,360, were given the green light, compared with two for $90,000.

The total number of housing starts last year was 182, which was nearly a 50 per cent increase from 124 in 2012.

“It's very encouraging,” Mayor Roy Ludwig said. “We feel that we're on target as far as our housing needs. We're very happy with the developers that we were able to work together with, and help make their developments possible within the city, and we continue to look at new developments along the commercial lines and the residential.”

Commercial permits increased from 13 in 2012 to 18 in 2013, but the total value soared from $4.492 million to $17.8 million. And industrial permits saw some of the biggest gains, from four for $1.23 million to 10 for $10.23 million.

Even institutional permits jumped, from three to six, although the value decreased from $1.644 million in 2012 to $1.25 million.

Garages saw a decrease (29 for $617,029.50 in 2012 versus 17 for $373,823.49 in 2013). Permits classified as miscellaneous dropped from 35 to 29, but their value jumped from $662,202.90 to $929,997.92.

Denys expects Estevan will remain a busy community for builders. Trimount Developments is continuing their work in the Dominion Heights subdivision. Dominion Heights was a driving force for last year's record-setting numbers, he said, and he expects it will remain a busy area.

Solid Rock Developments' work in the Trojan subdivision and West D Construction's The Ridge modular home park will also show progress this year. Denys said the City anticipates that the Meadows subdivision by Essex Developments in northwest Estevan will proceed this year.

And 21 City-owned lots north of St. Joseph's Hospital are slated to be ready for development.

“I'm expecting a pretty good year,” said Denys. “Whether it will reach the heights of 2013, it's hard to say at this point in time, but I think the numbers will be pretty solid for 2014.”
