Highlights from the September 10 meeting of Estevan City Council:
*Members of the Estevan Sherritt Coal Bantam AA Haulers baseball team were presented with Certificates of Achievement for winning the provincial championship, and finishing third at Western Canadians.
*The United Way Estevan sent a couple letters in advance of their upcoming telethon. One was seeking permission to paint United Way logos at high-traffic intersections in Estevan; the request was approved. The other was for payroll deductions for City of Estevan employees. Council suggested that the United Way discuss that concept with department heads.
*Council tabled a request that would see Wilhelm Construction provide engineering services for projects at City Hall, the Souris Valley Aquatic and Leisure Centre, the Icon Centre and the Waste Water Treatment Plant. Wilhelm would help get the projects to the tender stage. Council had some concerns with the cost plus provision in the contracts.
*The Pure Energy Early Learning Centre and Estevan Day Care Cooperative will be assessed as a residential property as opposed to a commercial one, which will save the day care $2,565.69.
*Council approved the question for the speed limit plebiscite in the upcoming civic election. Council will seek the public's input on whether speed limits should be 50 or 40 kilometres per hour on most roads in the community.
*PB Marketing out of Regina was awarded a $6,906 tender for signage at Spectra Place.
*Glen Peterson Construction was awarded two tenders. The first is for $368,465 for the water main replacements beneath Sixth Street from Seventh Avenue to 10th Avenue. The water mains are part of a local improvement project that will culminate with an asphalt overlay for the road. The other tender was for more than $3.18 million to extend Wellock Road west to Sister Roddy Road, which will allow for the development of new housing lots along Wellock to proceed. The work is slated to begin October 30, and it should be finished next July.
*Eighteen building permits worth more than $3.5 million were issued in August, bringing the total for 2012 to 88 permits worth nearly $23 million.
*Council gave its go-ahead for construction of a helipad for the STARS Air Ambulance. It will be located west of St. Joseph's Hospital.
*Two change order requests were approved for Estevan's new water reservoir. The first was for $3,950 for permanent anchors for the roof. The other was for $8,453 for flashing on the sides of the windows. Council is seeking reimbursement for the change orders, since they believe they should have been included in the original design.
*Council gave three readings to a bylaw that will ban parking on the north side for a few blocks of the eastern portion of Fifth Street.
